Pointer Recycling vs. Treatment

Treatment of hazardous waste requires a permit from the Cal/EPA Department of Toxic Substances Control (DTSC). However, treatment processes which are part of onsite recycling activities may qualify for permit exemptions. For more information, call the Santa Clara County Hazardous Materials Compliance Division to receive a copy of "Excerpts from California’s Hazardous Waste Recycling Laws" and/or to speak with a duty officer.

Businesses can be held financially liable for human exposures or site contamination caused by their hazardous materials or wastes even once the waste has been sent for "proper disposal. Reduced use of hazardous materials and hazardous waste generation reduces the amount of risk and potential liability. Generally, less risk is associated with recycling than treatment because less material is ultimately "disposed. " Whether on-site or off- site methods have greater risk, however, is not clear. Off-site methods involve the risks of transportation, but commercial facilities may be able to operate more efficiently and safely than smaller on-site facilities. The answer will vary. Use your judgment, reduce your wastes as much as possible, and then choose equipment and/or services carefully.
